The CSIRO ICT Centre have implemented an ActiveX control for Annodex which runs inside Microsoft's Internet Explorer and provides Annodex support. At this stage, it is proprietary software.

You will have to contact the CSIRO ICT Centre for now. They are considering to open source it, but at this time, it is not open source. Try Mr Tendulkar: http://ict.csiro.au/page.php?did=162.
